This webinar will bring out the key points/highlights from the February 2020 Touchstone Renard report titled Future Procurement and Market Supply Options Review, in respect of the local authority audit market. The report captures the views of actual and potential external audit providers on how to structure a future procurement approach and audit contracts in order to maximise a sustainable audit supply in the next procurement exercise.

Phil Austin MBA; BSc (hons); MIMechE; CEng – Managing Consultant
Phil has been the MD of Touchstone Renard (TR) since 1997 and has managed and contributed to numerous consulting projects. He is very experienced with carrying out reviews for local authorities, with projects including options analyses, supplier evaluations and benchmarking. Prior to joining TR, he held senior management posts within GEC, Redland and the Mars Corporation. Examples of Phil’s recent review clients include: Wakefield Council; North East Lincolnshire Council; Telford & Wrekin Council; East Sussex County Council; the Competition & Markets Authority; Department of Health; Department of Business, Energy & Industrial Strategy; Local Partnerships; Surrey County Council; Reigate & Banstead Council; London Underground; ACAS; London Councils.


Harry Machin MA (Oxford); Chartered Accountant (FCA) – Principal Consultant
Harry is a Principal Consultant with TR and a highly experienced Chartered Accountant and former Touche Ross and Price Waterhouse external auditor and consultant. He has carried out options analyses and reviews for many organisations, including for Wakefield Council; North East Lincolnshire Council; Telford & Wrekin Council; East Sussex County Council; Northamptonshire Council; the Competition & Markets Authority; London Underground; Ministry of Defence; Department of Health; Department of Business, Energy & Industrial Strategy; Ministry of Justice; Pfizer Group; the Pensions Regulator; the Foreign Office and other government bodies.

Andrew Herbert BSc (hons); Chartered Accountant (FCA); FRSS – Principal Consultant
Andrew is a previous Touchstone Renard director, Chartered Accountant and Principal Consultant, who trained at Ernst & Young as an external auditor and has extensive experience of the audit supply market and auditing processes. He has led and supported many public and private sector assignments and has acted as a director for organisations undergoing change, including the Guide Dogs, Radio Taxis, YES Energy Solutions. Andrew has also worked as an internal auditor for British Petroleum and the NatWest Group. He has contributed to options analyses and reviews for many TR clients, including our recent project for Wakefield Council; North East Lincolnshire Council and Department of Health.
